Palo Santo Wholesale for the United States: Lacey Act, DDP and Paperwork
The United States is our first export market. This page is for importers, distributors, Amazon sellers and brands who want to know, before they order, what the customs side of a palo santo shipment looks like and who carries which risk.
The Lacey Act, in plain terms
The Lacey Act makes it an offence to import plants or plant products harvested illegally in their country of origin, and requires a declaration for the products in scope: the scientific name of the species, the country of harvest, the quantity and the value. Palo santo sticks, chips, cones and, since Phase VII took effect in December 2024, essential oils are among them. Since January 2026 the declaration is filed electronically; paper forms are no longer accepted.
That declaration is the buyer's to file, but it is only as good as what the supplier can back up. A supplier who cannot show under which authorisation the wood was collected leaves the importer holding the risk: penalties for a false or missing declaration run to thousands of dollars per violation, plus seizure of the goods.
What we hand you for the declaration
Tariff classification depends on the format (wood, incense preparation or essential oil) and is your broker's call; we describe each product precisely on the invoice so the classification is straightforward.
- Species and origin
- Bursera graveolens, harvested in Peru — Las Lomas, Piura — as naturally fallen wood.
- Authorisation
- SERFOR Resolution No. 000418-2023 and the forest transport guide of the batch, which names dates, quantities and the authorised holder.
- Phytosanitary certificate
- Issued by SENASA, Peru's agricultural health authority, for every shipment.
- Commercial documents
- Invoice and packing list in the name of Munay Ki Peru SAC, RUC 20600767861 — the same company that appears on the forestry documents.
DDP: one price, delivered
For the United States we can quote DDP: product, freight, customs clearance and duties in a single price, delivered to your warehouse, a 3PL or an Amazon fulfilment centre. You receive the goods; we deal with the shipping side. If you prefer to use your own broker and forwarder, we quote FOB Callao instead.
Sea freight from Callao is the economical route for pallets and containers; air freight is used for small volumes and samples. Transit time depends on the route and the season, and is confirmed with the quote rather than promised on a web page.
Wholesale terms
Wholesale pricing applies from 100 units, mixing any references in our catalogue. Private label starts at 1,000 units per reference. Smaller quantities are available at the listed shop prices.
Tell us the products, the quantities and the delivery ZIP code, and we return a landed DDP cost with the list of documents that will travel with the shipment.
Frequently asked questions
- Do I need a Lacey Act declaration to import palo santo?

- No. Bursera graveolens, the Peruvian palo santo, is not in the CITES appendices. The species usually meant by articles calling palo santo endangered is Bulnesia sarmientoi, a different tree from the Gran Chaco.
